Prototyping Success in Tactical Air Operations

ABSTRACT:The United States and its Partner Nations have been at war for over 14 years. The enemy has proven to be formidable and adaptive. Unfortunately, our acquisition paradigm has not been able to adapt largely due to its “risk avoidance” acquisition practices. This presentation will highlight the need for innovative thinkers who recognize that “risk taking” is an acceptable and realistic practice for wartime acquisition to include examples.

IT Acquisition and Plugfesting with Other Transactional Authority (OTA)



ABSTRACT: Undeniably, the Air Force acquisition process is too rigid and slow to gain strategic, tactical, or economic advantage from rapidly evolving commercial technology. Meanwhile, weapon system program costs continue to rise and delivery schedules slip. These issues are particularly egregious when it comes to fielding C4I systems. Bending the Cost Curve (BTCC) Plug Fest Plus (PFP) is an acquisition strategy that responds to this untenable situation with a two pronged approach: an open system, modular, engineering model that uses “Plug Testing” for Analysis of Alternatives and Validation and Verification (V&V); and streamlined Other Transaction Agreements (OTA) with industrial consortia for executing rapid, evolutionary, developmental spirals.
