DARPA Innovation House Project




EVALUATION CRITERIA

George Mason University will lead the evaluation of proposals for the Innovation House study.

Due to the compressed timeline for this effort, only the first 100 proposals will be evaluated initially. If there are not enough proposals among the first 100 that meet the evaluation criteria, then additional proposals will be considered in sets of 25 based on order of arrival until a sufficient number of qualified proposals are selected.

Proposals will be judged against four primary criteria:

  1. Novelty of idea and approach: traditional or incremental research approaches will not be selected.
  2. Potential impact on the technology base in the field: how could the proposed capability revolutionize how operators and analysts get meaning out of photos, videos and geospatial data?
  3. Potential impact on the military and the intelligence community: how could the proposed capability, once hardened and widely implemented, be able to radically extend operational capabilities?
  4. Realism of team capabilities: is it reasonable that a team of this background could accomplish these goals?

George Mason University anticipates selecting six to eight teams, of two or more individuals each, with total program participation of between 20-30 individuals.

George Mason University intends to continue all selected teams through both sessions. However, teams assessed to be seriously under-performing at the end of Session I may not be continued into Session II and would, in that case, receive a total of only $30,000.

In order to receive the entire $50,000, teams selected for Session II must fully complete the study and deliver the working software demonstrated during Session II.
