Cyber issues are among today’s most compelling. Not only do they impact security concerns; they also get in the way of innovation. This session will address issues such as speed of development versus security, global C4I reach with complete security, advantages of first strike in the new cyber field of battle, and how the need to control conceal info impedes progress and may keep new offensive capabilities from serving as a deterrent.

exponentially, and unsustainably, up and to the right.
The Assistant Secretary of the Air Force for Acquisition is
committed to bend down that cost/schedule curve.
However, we will measure our effectiveness in terms of a
third variable, namely “warfighting value delivered.”
